Constitution and By-Laws
Founded May, 2002
Charter Members: Effective date 10/5/2010

Article 1
Section 1. This club shall be called the Panhandle Bass Club.
Purpose: To stimulate public
awareness of bass fishing as a major sport; to offer our state conservation
department our organized and political support and encouragement, to promote
full adherence to all conservation codes and to demand adequate water
standards, to detect and report the polluter and to call attention to his
crime; to improve our skills as bass anglers through fellowship of friendly
exchange of bass catching techniques and ideas.
Article
II Membership:
Section 1. Membership
requirements.
To become an active member, a person
shall

The official club shirt
will include the white Columbia PFG shirt currently in use with the club logo
above the right pocket and name above the left pocket in green and a white 100%
cotton polo shirt with collar and identical markings (pocket optional) as an
alternate. The club must approve, by
majority vote, any proposed club shirt other than the two specified!
In the event a member in good standing becomes
a non boater for any reason that person will be allowed up to six months to
become a boat owner again and remain in good standing,
provided all other rules are adhered to (I.e.; use of own boats for six
tournaments). If at the end of six months he is still a non-boater his
membership will be suspended until such time as he becomes a boater and
returned to full membership (provided space is available in our roster) without
reapplying as a new member.
5. Former club members who left in good
standing will be brought back simply by a vote of the
members present (100% required.) ‘Good standing’ is having left
voluntarily, with notice, without violation of club rules and all dues and fees paid. Members returning that do not have the current
official club shirt will be required to obtain one to complete their
membership.

2. Removal of membership
1. A member may be removed from membership for failure to meet
membership requirements.

4. Removal of a member will be subject to an E-Board review,
recommendation to the membership for removal, and a majority vote of the
members present.
5. A member must fish at least one tournament a quarter and
attend one meeting a quarter to remain a member in good standings, the E-Board
has the discretion to grant exceptions to this rule based on circumstances. A quarter is considered any 3 consecutive
months of the year.
Section 2. Dues
a. Dues are payable at the November meeting for the following
year. Any member that has not paid his dues by the November meeting will be
removed from membership and must reapply for membership under Article 2.
b. Membership dues will be $40.00 per year.
c. Dues will be prorated on a quarterly basis for joining
members.
d. Membership shall be limited to 25 members, a waiting list
will be
maintained by the club secretary.
5. Former members will be put on top of the
waiting list upon request to return.
Article III
Section I.
Officers and Elections.
1. President: Presides over all meeting and directs all
official business; appoints and directs all committee functions, serves as the head of the E-Board {except the Tournament
Committee}, supervises all club functions, initiates any changes to the
constitution and by-laws or new rules. Signs checks as an alternate with the
treasurer.
2. Secretary: Maintains accurate minutes of all meetings and
reads those minutes to the membership at the beginning of each meeting,
publishes monthly newsletter, maintains an accurate record of point standings,
publishes a membership roster & maintains attendance records.
3. Tournament Director: Serves as
chairman of the Tournament Committee, performs duties as tournament director in
accordance with Tournament Rules.
4. Treasurer: Maintains accurate financial records &
reports at each meeting, collects all monies due the club. Due’s, fees etc. Provides an accurate report of treasury. Provides
payout’s of tournament winnings and handles the bank account.
5. Sergeant at Arms/Asst. Tournament Director: Maintains order
at all club functions. Assists TD as needed in set up, break down of scales,
and weigh in. Fills in at the absence of the TD.

In the event of an
office vacancy, nominations shall be asked for and election held at the next
meeting to fill the vacancy for the balance of the term.

Procedures.
From time to time we may have the opportunity
to obtain special discounts, promotions, and opportunities from various
vendors. When these are available, and anytime the club name and/ logo is used
it must first:

Section 1. Tournaments
Article
VII SOP (standard operating
procedure)
This section will be known as SOP (standard operating
procedures) section. This will govern situations not covered in the
constitution and bylaws. These may be changed at any time with a majority vote.
1. Start of the tournament will be announced by
the tournament director.
2.
Weigh-in will begin after all boats are out of the water.
3. The E-board has the responsibility for all
matters not covered by the Constitution and By Laws. This includes, but is not
limited to tournament rules, fish off rules, room scheduling, raffle tickets,
golf ball draw, etc.
