Constitutional,
Tournament Rules and Fish off Rules Proposals Eligibility: No member will be allowed
to participate in the Fish Off with out
having participated In at least eight (8) of the previous twelve (12) tournaments ( current fish off does not count in the Previous 12 tournaments). All members eligible to participate and participating
in the fish off must Make additional contributions of $11.25 for each tournament less than
12 fished, plus the regular tournament fee. Suggest
(current fish off does not count toward the 8 previous tournaments required)
Clarification I
cannot find an "official club shirt" description specified
anywhere in the tournament rules or the constitution and by
laws. Suggest that wording be inserted that specifies
the white Columbia PFG shirt currently in use with
the club logo above the right pocket and name above the left pocket
in green; and a white 100% cotton polo shirt with collar
and identical markings (pocket optional) as an alternative.
The hog hunter shirt presently being used would continue to be
grand fathered in. Rationale: Since
points are awarded for wearing the "club shirt, a clear definition
should be given to prohibit possible conflicts. The white
polo shirt offers an alternative that is less expensive, more
comfortable. and easier to maintain.
Either or could be worn at tournaments and still satisfy the points
issue. Makes sense. Panhandle Bass Club Fish-Off Rules Proposed Change by John Buck The current Fish-Off Rules state
only the following in regards to fund raising
for the “travel fund”….”
A special fund, from fund
raising projects,(will be split equally
among all members eligible for and participating in the
annual Fish-off ).” Proposed change: DO AWAY WITH THE TRAVEL
FUND. Rationale: We have had “mandatory” fund raising events that are not
in the constitution. How can you mandate members to do things
that are not part of the club as stated in the constitution or
by laws or rules? There are those (sometimes myself
included) who have not participated in the 50/50 that is split
among all fish-off participants. Even one time when I attempted
to participate in an illegal mandate for a $10 50/50, I was turned
away. Guess my money was not good enough for this group.
There are no minors in our membership and everyone should be frugal
enough to prepare for their tournament expenses. I am tired
of paying and giving my money for other to use as expense when
they do not participate or sell the agreed amount of items.
In every year that I have been a member I have paid
more in fund raisers than I receive in return because
I am paying for those who do not do their parts. "Why does anyone want to spend $250- $300 so that they can receive
$200 later? ....."The amount that is currently deducted
from the tournament fees for the travel
fund will become part of the standard tournament fee. Proposed

A seven (7) fish limit is allowed to each fisherman per day
unless state or local laws restrict limits to less. Fish must
be a minimum of 12 inches long, unless otherwise restricted
by state or local laws, The tournament
director will determine 12 inches with mouth open/closed pinched
tail or fanned. The goal is to use every means possible to
obtain 12 inches. This does not include altering the fish
.Contestants weighing in undersized fish will lose that fish
and their largest fish of the day. The decision of the tournament
director is final. Contestants weighing in dead fish will
be penalized 0.2 lbs per dead fish. Late arrivals will be
disqualified unless ruled by the Tournament Director to have
been late due to assisting a boat in distress. Tournament
winners and places will be determined by the total weight
of the catch less any penalties. Only artificial baits may
be used. In case of a contestant breaking down, another member
may weigh your fish in for you at the weigh-in Revised
9-30-08 Proposed Change… A five (5) fish limit is allowed each fisherman
per day unless state or local laws restrict limits to less. Rationale:
This would clear up any misunderstandings. It would aline us
with ALL professional bass tournaments and make us more in
line with our own constitution Article 1 Section 2 “…to promote
full adherence to all conservation codes…”.
This year Panhandle Bass Club openly disregarded this
when they allowed members who fished in Florida waters to
catch illegal limits and weigh them in just because they ran
their boats across the state line and did not get caught by
the authorities. I
do not believe that this lack of respect for our conservation
laws was the way this club was founded.
A 5 fish limit would also foster better competition
and at the same time promote conservation. Everyone known that it is easier to keep 5 fish
alive than to keep 7 alive. Proposed

way fish are measured. To read as follows: “The tournament director will determine 12
inches (or whatever length is legal length for that body of
water not less than 12 inches.) with
mouth closed and tail pinched.” Rationale:: This will clarify any confusion and
also make us
in compliance with any waters
that we may fish and eliminates the use of different measurement
requirements. It is also the standard measurement that is
used throughout the United States.. Also it will eliminate any confusion among members
regarding legal fish length. Is it really in the spirit of
sportsmanship that we currently allow a fish to be abnormally
stretched and handled to try to justify 12 inches in length? # 6.Proposal(s) by Ron Fairbanks 4. Tournament sites will be selected by a committee chaired
by the tournament director, and
comprised of the newly elected board members.- Tournaments will include 8 one day tournaments and 4
two day Tournaments (one
of which will be the fish-off). 4. Tournament sites will be selected by a committee chaired

a minimum of 4 tournaments and a maximum of 5 tournaments
in a given season can be 2 day events
(one of which will be the fish-off). Clarification: In past years as in 2010, many club members
were unable to fish their favorite lakes due to only having
3 two day events outside the classic.
We have had to leave these lakes out of the schedule or
do what we did this year by fishing a 2 day event on 2 highly
desired bodies of water (Lay and Mitchell) Currently with Seminole
and Jordan being staples on the trail, we only have 1 more
key month from which to pick from Mitchell, Lay, Cooters
Pond, Martin, Apalachicola, etc.
This rule doesn’t mandate that the club has to fish
4 two day tournaments plus the classic but gives the E board
and membership the option to allow it which at this point
we do not have! 7. No contestant
will be allowed to fish within 100 yards of another club
boat unless permission is obtained from the fisherman occupying
the area in question. 7. A contestant will
be allowed to fish up to another club boat unless
notified that the fisherman occupying the area
is fishing a specific spot. It
will be the responsibility of the boater currently occupying
the specific spot to advise the oncoming angler what small
area (up to 100 yards) he is protecting and that will serve
as official notification to stop fishing the area while
the angler is present. Clarification: This rule is unenforceable
as 100 yard is too far to have a discussion as to who was
there first or who is to give permission? In any given tournament there are numerous encounters
where 2 boats started on the same shoreline a mile apart
and ultimately meet up with each other an hour later. In these common circumstances, who has the right
to protest and potentially disqualify an angler? It is far too vague and unenforceable. If a person is currently fishing a specific
spot and not just moving in 1 direction up a shoreline,
he should advise the oncoming angler where he is fishing
and that should serve as official notice without further
discussion.
